Newton Abbot Market Hall - Management Options
Teignbridge District Council has been exploring future management models for Newton Abbot Market to ensure its long-term sustainability and alignment with the town’s evolving needs as part of the ambitious wider regeneration plans for the market hall. Next Phase was commissioned to conduct a detailed assessment of potential management options, ranging from continued in-house operation to outsourcing, a Community Interest Company (CIC), joint ventures and hybrid options, with ten options assessed in more detail.
Our work included a comprehensive review of each model, with SWOT analyses tailored to the Council’s context and case studies of markets successfully implementing similar approaches. From this, we shortlisted four viable options based on financial feasibility, operational efficiency, and strategic alignment with Council priorities.
A detailed financial analysis was undertaken, examining the impact of each model on both the operator and the Council under various rent mechanisms. This included evaluating cost structures, revenue potential, and long-term financial sustainability. By comparing the projected benefits and risks, we provided Teignbridge District Council with a clear, evidence-based recommendation on the preferred route forward.
